2010/11 Annual Plan

The Purpose of the Annual Plan:

• Details the budget and Funding Impact Statement for that year.
• Identifies any Amendments and Variations (and reasons for these) to that specific year of the Long-Term Plan Council Community Plan (LTCCP).
• Supports the 10-year LTCCP in providing integrated decision-making and coordination of Council's resources.
• Provides a basis for the accountability of Council to the community.
• Provides an opportunity for the public to participate in decision-making processes on the projects and programmes to be undertaken by Council for that year.

The Annual Plan provides the accountability base for the setting and assessing of rates. It is intended to be a companion document to be read in conjunction with the base LTCCP and any subsequent Annual Plans (in this case the 2009-19 LTCCP). Council also includes any Amendments and Variations to the LTCCP as part of its Annual Plan document.

Submission Process

Council's Proposed 2010/11 Annual Plan was open for public submission between Saturday 20 March and Friday 23 April 2010.

Public hearings of submission on the Proposed 2010/11 Annual Plan were held on the 18 and 19 May 2010. Council received 184 submissions, of which 65 submitters asked to be heard at the hearings in support of their written submission.

Changes were made to a number of financial policies of Council as part of the 2010/11 Annual Plan
