Objective
To provide Council with a policy to manage unbudgeted private projects initiated by elected members.
Background
Council sets its work programmes and budgets through the LTCCP, Annual Plan and Committee processes. During the financial year other community projects may arise that elected members wish to pursue in their own right that are not Council projects. The intent of this policy is to ensure that such projects are appropriately managed in the context of administration requirements and staff resource availability.
Policy
- This policy relates to any private projects proposed by an elected member that require administration or Council staff resourcing, which occurs outside the LTCCP/Annual Plan/Committee process.
- Where funding is externally sourced, a trust or similar administrative vehicle must be established to manage those funds and be administered independently from Hamilton City Council.
- If the project requires Council staff resources, this must be quantified in advance in terms of staff time and the impact on committed annual work programmes and priorities. Any staff resourcing required must receive the approval of the Chief Executive.
- In cases where Council has agreed it will contribute part funding, conditions must be established stipulating that Council must be the last funder.
- Councillors private projects must not have any ongoing Council staff or operation and maintenance commitments unless approved by Council.
