When do you need a Special Licence

A Special Licence allows you to sell or supply of alcohol on a given premises or conveyance during a a specific occassion or event. Examples of these private functions, street parties or a party on hired premises.

A Special Licence can also be issued to an On or Club Licensee for an event not covered by their licence.

How do you go about getting a Special Licence

Fill out the Special Licence Application Form if you are supplying alcohol on a premise (bar, hotel, cafe) or

the Special Licence Conveyance Application Form on a conveyance (bus, boat, train, plane, etc).

A Special Licence application can take up to 30 working days to process, it is important that your application is complete and accurate. We recommend you submit your application well in advance of your event.

What happens to your application once it has been receipted


The Licensing Inspectors ensure that the details you have supplied are in line with the Sale of Liquor Act 1989.

In addition to The Sale of Liquor Act, special licences must also comply with any Act the Council deems relevant to the event such as the Building Code, Resource Management Act, or Food Hygiene Regulations 1974.

Once your application has been received the District Licensing Agency (DLA) will send a copy of the application to various reporting authorities, including the police, the Medical Officer of Health and the Liquor Licensing Inspector appointed under the Act, for a report before a licensing decision is made.

The Liquor Licensing Inspector may also require public notice of the event.

What documentation is required

In addition to completing the correct form, you will need to provide:

  • two copies of the application and all documentation
  • a $64.40 fee  as of the 1st of October 2010
  • an A4 scale plan of the premises showing the areas where liquor will be sold or supplied
  • a written statement from the building/property owner giving consent to the applicant for the sale or supply of liquor on the premises and that the premises is approved under the Building Act for the proposed use
  • documentation to support the guidelines for special licences
  • a list of food (menu), non-alcohol and low-alcohol beverages to be provided
  • a copy of each Manager's Certificate for those nominated for the event (if applicable)
  • where applicable, supply details of security provided
  • for a significant event: proof that you are linked to, sponsoring, promoting and/or linked with the event e.g. race team or rugby team
  • for a private event: a copy of the invitation, and a list of invited guests and any other supporting documentation showing evidence of this event or occassion.
  • for a public event: a copy of the ticket, and any promotional material

Guidelines for Special Events

Please ensure dates and events requested for special licences are for legitimate events and are not just an extension of normal trading hours. Every application must include supporting material relevant to the events and times applied for.

The guidelines for special licences aim to clarify the process. Special licence applicants must demonstrate:

  • how the event is different from normal trading activity and why it must be held outside normal trading hours
  • what is the nature of the event and if it’s linked to a significant city-wide or international event
  • are you linked to, sponsoring, promoting and/or involved with the significant event
  • how you are promoting the event (flyers, radio advertising, newspaper, etc)
  • if the event is private, you will need to provide a guest list and / or invitations clearly identifying the guests.

If you operate a membership or VIP card system, you will need to produce evidence of a database record showing member names and addresses.
