Heaphy Terrace shopping area upgrade

Work has started at the corner of Heaphy Terrace and Howden Road. Also the central pedestrian island near New World has been temporarily removed.

 

A 30kph zone has been set around Heaphy Terrace shops

A temporary 30km/h zone has been installed around the shops as work begins.

 

Project Description

The Heaphy Terrace shopping area is getting a 'make over' that will bring many improvements, primarily increasing safety for pedestrians and cyclists, and visually enhancing the area.
 
Environmental enhancement works at Heaphy Terrace shops have been discussed for many years, and were included as part of Access Hamilton funded projects during approval of the Long-Term Plan 2006-16, following citywide consultation that ended in May 2006. Issues highlighted were the amount and impact of illegal on-street parking, the lack of visibility for pedestrians using the crossing and the lack of facilities for cyclists. Close consultation with the shops has resulted in a maximisation of marked on-street parking, with only 6 spaces being lost from a current total in the area of over 60 (in addition to unmarked on-street parking and the two large off-street parking areas at Vege-King and New World).

 

Access Hamilton

The environmental enhancement at Heaphy Terrace shops, and associated improvements for cyclists and pedestrians, is a part of Access Hamilton. Through Access Hamilton, Council is delivering a better transport environment for the city, helping it to be more attractive and vibrant and improving the quality of life in Hamilton. It aims to improve access around the city by managing traffic congestion, travel times, safety, parking and convenience while also ensuring that there are good networks for all travellers, whether they use cars, public transport, walk or cycle.

 

Key Specifications

Improvements to the shopping area between Winter Street and Alfred Street include:
  • Decorative paved footpaths at the entrances to the shopping area
     
  • Street trees and landscaping changes
     
  • New bench seating, rubbish bins and cycle parking
     
  • New central refuge islands for pedestrians
     
  • Introduction of cycle lane markings
     
  • Replacement of kerb and channel from Alfred Street to Winter Street
     
  • Resurfacing of footpaths with asphalt
     

Investment

Approximately $360,000, which includes the costs of design and consultation. 55% of the funding has been provided by Land Transport New Zealand.

Time period

  • Phase 1 - Kerb and footpath replacement - Target completion mid January 2008
  • Phase 2 - Road resurfacing - Target completion late March 2008.

Project Progress

6 December: Tanlaw is close to completing the footpath and kerb works in the central section of Heaphy Terrace between Oxford Street and Bettina Road.  Progress has been excellent during the last few weeks of fine weather.  All of the foopaths have been resurfaced in this area with fantastic new paved corners beside James Hill Funeral Home and Goldfish Bowl Aquariums. 

  • Work to come:
    • Tanlaw is planning to finish working between Alfred Street and Marshall Street by the 10 December.
    • From 10 December Tanlaw will be working on the footpath areas south of Bettina Road and Alfred Street.  This is expected to be complete by 20 December.
    • Tanlaw will restart on site after the New Year's day from 3 January.  Work still remaining includes construction of pedestrian islands, resurfacing of the road, and preparation of garden areas.

23 October: New paving stones are being installed and preparations are being made for a new planted area.

16 October: New kerbs are being poured after a few days of wet weather delay. Tanlaw is planning to start paving the area in front of Angel Cafe and the Chemist from Thursday (18th). The next stage of works will be the east side of Heaphy Terrace between Marshall St and Oxford Street.

2 October: Tanlaw has commenced work at the corner of Heaphy Terrace and Howden Road. They have excavated parts of the footpath to prepare the area for new kerb and channel, indented parking, paved areas, and landscaping. The central pedestrian island near New World has been temporarily removed to provide more working space for the contractor and will be replaced near the end of November slightly closer to the Angel Cafe and Chemist. The contractor is planning to complete work at this corner before moving to the section between Marshall Street and Oxford Street. Work is progressing to plan at this stage and with the hope for some fine weather to allow work to speed up.

24 September: Work starts today and the traffic management has been installed. This includes a temporary 30km/h zone around the shops.
