Objective

To provide facilities, land and/or buildings to enable Community Groups to provide services consistent with Council's adopted Community Plan.

Policy

  1. Applicants for lease will be either an Incorporated Society or a Charitable Trust.
  2. Applicants will demonstrate how their proposed use of a Council facility will further the objectives of a Council adopted Community Plan.
  3. Applications will address the criteria in the Decision Making Guidelines of the Assistance Framework.
  4. Applicants will be encouraged to utilise capacity in existing facilities in preference to establishing new facilities.
  5. Applicants will be encouraged to form partnerships with compatible groups to minimise the number of facilities and to optimise use of facilities.
  6. Applications will be processed in accordance with the relevant statutory and regulatory processes.
  7. Applicants will be charged actual costs incurred in processing an application whether or not it is successful.
  8. All successful applicants will receive either a Standard Community Organisation Lease for Reserve Land or for Non-Reserve Land.

The term of the lease will be set after consideration of the purposes and investment of the lessee but in any case will not exceed 20 years.
