Objective

To ensure the rapid removal of graffiti vandalism and tagging from Council owned assets and from private property where graffiti is visible from a public place (e.g. park, road, footpath).

Policy

Hamilton City Council is committed to maintaining a pleasant environment for its citizens by ensuring that graffiti is minimised. We will do this by implementing proactive, reactive and enforcement initiatives.

Proactive
Graffiti vandalism is an issue for all of society, not just Council, central government or the Police. Hamilton City Council will work proactively with its communities to develop initiatives that will reduce the instances of tagging. These may include, but are not limited to, education programmes, mural and art projects, community days, sponsorship of events, and speaking at meetings. Initiatives will be developed in conjunction with communities and key stakeholders.

Reactive

Hamilton City Council aims to remove all graffiti visible from a public place or on a council asset within 2 working days of it being reported. Reporting of graffiti can be made to 0800 TAGBUSTERS (824 287) or emailing tagbusters@hcc.govt.nz. This timeframe can be limited by the weather, unforeseen events and difficult situations. In these instances the graffiti will be removed as soon as practical.

Graffiti will be removed through either water blasting, chemical removal or painting. Where painting is required Council carries a limited selection of paint. Currently our colours include White, Black, Brown, Green Grey and Cream. These colours may change from time to time. If the effected surface is a different colour to these and tagging cannot be removed via other methods the owner/occupier of that property will be required to supply the paint. Hamilton City Council employees can still paint out the tagging using the supplied paint.

Council will not remove any graffiti that is above 3 meters in height, unless it is on a Council asset. Council will work with residents, businesses and other agencies to come up with solutions where there is an ongoing issue with graffiti vandalism.

Enforcement

The Police and Hamilton City Council work together by sharing ideas and information to aid in the apprehension of graffiti vandals. This may include sharing of photos, information on taggers or other initiatives.
