Objective

To establish criteria for the piping of open drains.

Policy

That subject to finance being available, open drains in the City will be piped only where a number of factors, when taken together and, including the following, indicate the desirability to carry out the work:

  • The drain presents a safety hazard to children or others
  • A health problem exists due to vermin or pollution
  • Problems of access, working space, cleaning cycles or soil instability present management difficulties
  • Better use can be made of the area crossed by the drain, beyond improvements to an individual property.

This work is to be implemented only after satisfying the above criteria, and completion of an environmental impact assessment, and local community consultation.
